Konut Satın Alma Kararında PROMETHEE Çok Ölçütlü Bir Karar Verme Yöntemi ile Bir Uygulama

Bireyin umumi anlamda barınma ihtiyacı gibi esas ihtiyaçlarından birini yerine getiren fiziki
bir mekân olan konutun satın alınma kararı çok ölçütlü bir karar verme problemidir. Bu
çalışmada bir sıralama tekniği olan PROMETHEE (Preference Ranking Organization
Methods for Enrichment Evaluations) ailesi konut satın alma kararı probleminin çözümü için
itibara alınmıştır.

İnşaat Firmalarında Yönetim-Organizasyon ve Bir Model Önerisi

İnşaat firmalarında, farklı unvanlar ile beyaz yakalı personel çalıştırılmaktadır. Bir proje
kapsamında çalışan proje müdürü, şantiye şefi ve mühendisler, beyaz yakalı personel olarak
nitelendirilebilirler. Projelerde çalışacak beyaz yakalı personel seçim süreci çoğu zaman firma
bünyesinde geçici kabul aşamasındaki projede görev alan teknik personel içerisinden ya da
dışarıdan referans yolu veya kariyer sitelerine ve gazetelere verilen iş ilanları ile
yapılmaktadır. İnşaat projeleri incelendiğinde, ilk işe alınan beyaz yakalı personelin proje
müdürü olduğu görülmektedir. Uygulamada proje müdürü, kendi ekibini kurarak, proje
kapsamında çalışacak teknik personeli seçebilmektedir. Seçim sürecinde firmanın üst
yönetiminin (firma sahibi, yönetim kurulu, genel müdür) ağırlıkları düşük olmakta, proje
müdürü kendisinin daha önce çalıştığı projedeki ekibini şirket bünyesine dâhil etmektedir. Üst
yönetimin personel seçim sürecindeki etkinliğinin düşük olması, projenin işleyişinde proje
müdürü ve ekibinden kaynaklı olumsuzlukların açıkça görülememesine sebebiyet vermekte,
planlama, uygulama ve kontrol zafiyetlerine yol açmaktadır. Proje müdürünün işten ayrılması
(kendi isteği ya da işten çıkarılması) ile proje ekibinin de tasfiyesine başlanmakta, bu durum
kurumsallaşma sürecini tamamlayamamış firmaların inşaat yönetiminde büyük güçlükler
yaşamasına sebebiyet vermektedir.
Bu çalışmada inşaat firmalarının projelerinde karşılaşabilecekleri inşaat yönetimi
problemlerinin çözümü için “İnşaat Yönetim Mühendisi” unvanı ile inşaat firmasının kuruluş
şekline göre organizasyon şemasında direkt şirket sahibine ya da şirket üst yönetimine bağlı,
firmanın taahhüdü altındaki projelerini inşaat yönetimi açısından denetleyen ve raporlayan
beyaz yakalı bir personel önerilmektedir

İnşaat Yönetiminde Veri Ambarlama ve Örnek Bir Veri Ambarlama Uygulaması

İnşaat sektöründe faaliyet gösteren firmalar sektörde kalıcı olabilmesi, yeni projeler taahhüt
edebilmesi, sağlam bir organizasyon yapısına sahip olabilmesi, sektördeki firmalar ile rekabet
edebilmesi için etkili bir inşaat yönetimine ihtiyaç duyacaktır. Etkili bir inşaat yönetimi için
firmanın tüm faaliyetlerinin, geçmiş ve devam eden projelerinin verileri gerekmektedir.
Firmanın genel merkezindeki birimler ile projelerin saha çalışmalarının sürdürüldüğü
şantiyelerindeki verilerden faydalanabilmek için düzensiz ve dağınık haldeki verilerin bir
havuzda toplanması gerekmektedir. Bu çalışmada bir inşaat firması için örnek bir veri
ambarlama uygulaması yapılmıştır.

Kamu İnşaat Projelerinde Sürdürülebilirlik

Sürdürülebilirlik, günümüzü geleceğe sorunsuz, eksiksiz ve iyileştirerek taşıyabilmektir.
İnşaat sektörü medeniyetlerin inşa edildiği, toplumun temel yapısı olan bireyin sosyal
yaşantısının kurulmasına olanak sağlayan bir sektördür. Bu anlamda sürdürülebilirlik kavramı
inşaat sektörü için çok önemlidir. Bu çalışmada sürdürülebilirlik kavramına değinilmiş,
ülkemiz inşaat sektörünün genel yapısından söz edilmiş, kamu inşaat projelerine bir örnek
teşkil edebilmesi için bir ilçe belediyesindeki cadde ve sokak düzenleme inşaat projesinde
sürdürülebilirlik kavramı incelenmiştir.

Resource Constraint Problems Faced On Construction Projects

Considerng project plans to affect cash flows of construction projects will be aimednecessarily to use constraint resources providing a maximum financial benefit as aresearch study. Resource-constrained project scheduling is the most appropriatemethod of planning of a project activities use limited resources without destroyingtheir precedence relationships. The aim of this study is to propose a solution to theproblem of the time value of cash flows under resource-constrained projectscheduling. For this purpose, cash flows and their net present value graphics of asolid waste transfer station construction project were established under differentscenarios. Dividing into phases of time-based scheduling and resource-constrainedscheduling were compared giving some examples for model and algorithmsanalyzing cash flows and maximum net present value problems, time basedscheduling and resource-based scheduling of a solid waste transfer stationconstruction project was formed. The generated planning were evaluated underdifferent scenarios and examined for different objective functions. The dataobtained from the each scenario were presented with their graphics. These datawere described by comparing the results obtained. The initiation of this study iscaused importantly by the applications of irregular and unmethodicalunderstanding of planning techniques applied in Turkish construction sector. As aresult of this study, scenarios using constrained resources forced less the budgetlimits, but it was observed that it formed lower net present value than the scenarioswhich do not have resource constrained in equal time intervals. This study isproposed to discuss Balkan construction sector projects with the problems of thetime values of cash flows under resource-constrained scheduling.

A Market Research for the Identification of Funding Problems and Marketing Strategies in the Housing Sector

Housing is a very important sector both for the Turkish economy and for the world economy as a whole. The sector is directly affected by economic developments and problems. Problems in the economy translate into funding problems for the companies operating in the sector. The housing sector is the market where the demand for and the supply of houses meet. The demand for housing is always high because houses both provide shelter and are used as a means of investment. To be able to meet the increasing demand, firms that supply houses to the market need to increase their marketing activities and pay more attention to marketing. This study presents the results of a market research titled “Funding Problems and Marketing Strategies in the Housing Sector”, which aimed to identify the funding problems faced by firms operating in the Turkish housing sector, analyze the degree to which they have been affected by the global economic crisis and examine the marketing strategies they use. The research titled “Funding Problems and Marketing Strategies in the Housing Sector” examined sector-related problems and short- and long-term funding problems faced by the firms operating in the housing sector, the significance of these problems, the degree to which these firms have been affected by the global economic crisis, whether they engage in marketing activities, and the importance of each marketing mix strategy used by the firms. This study ultimately aims to examine funding and marketing practices of the firms operating in the sector by analyzing survey results.
